Can't help you with the East Coast location, but I saw a shop right near the Ghim Moh market selling silk plants/flowers. I think it was next to the grocery store --- Fairprice, maybe? It's one of the shops on the ground level of the HDB block.

East'ish', try Concourse on Beach Rd. Garden Centres on Thomson Rd like Goodwood and Far East Flora have a large selection of silk flowers, not sure about the selection of whole plants in pots. Perhaps you know of a branch near you? Many flower shops in malls seem to have some eg Suntec, Paragon, Plaza Singapura. And still not East but there is always IKEA...
I'd try Concourse.

Joo Chiat also has several silk flower shops in their main mall where the fabrics are. That's pretty near parkway.
